Dana 28.lipnja 2021.godine od 9:00 d0 11:30 održan je Zoom sastanak s SZO zemljama članicama europskog regiona. Tema sastanka organiziranog od strane Stalnog odbora Regionalnog odbora (SCRC), a kojim predsjedava Švicarska je SZO održivo financiranje u europskom regionu.
Dnevni red sastanka je bio sljedeći:
Diskusija o nacrtu SZO rezolucije o održivom financiranju u regionu Europe predloženom od strane Bugarske, Hrvatske, Kazakhstana, Norveške, Švicarske i Ujedinjenog kraljevstva Velike Britanije i Sjeverne Irske bila je u fokusu, pri čemu su predložene izmjene na kojima će se nastaviti raditi te dostaviti SZO zemljama članicama. Također, glede održivog financiranja istaknuto je da se trebaju identificirati i prioritizirati potrebe SZO zemalja članica te ih iskomunicirati putem definiranih komunikacijskih kanala.

WHO sustainable financing in the European Region
Proposed by Bulgaria, Croatia, Kazakhstan, Norway, Switzerland and the United Kingdom of Great Britain and Northern Ireland[1]
The Regional Committee,
Recognizing that the WHO European Region has a vital role in dealing with health emergencies and achieving universal health coverage and health equity, which are fundamental prerequisites for future resilience;
Recognizing the need for a global, coherent and coordinated approach to health issues, including but not limited to health emergencies, at all three levels of WHO;
Noting that the increase in WHO’s budget over time without a proportionate increase in corporate flexible funding, including assessed contributions, has led to an increased share of and reliance on voluntary contributions and the persistence of underfunded areas of work within the programme budget, including of core emergencies functions;
Noting that despite the fact that a significant number of Member States of the WHO European Region are among the top contributors to WHO globally, many of them provide little or no voluntary contribution to WHO/Europe;
Acknowledging that significant efforts have been made by WHO/Europe to increase the amount of voluntary contributions, including more recently through the development of a resource mobilization strategy and of a WHO/Europe “investment case”;
(a) continue to engage and contribute to the work of the WHO Working Group on Sustainable Financing (EB148/SR/13);
(b) ensure that the issue of sustainable financing of WHO encompasses all three levels of the Organization, including WHO/Europe, and that discussions include the question of resource allocation across WHO major offices;
(c) explore options to improve the financial sustainability of WHO through various funding types such as assessed contributions, core voluntary contributions (CVCA), programme support costs and thematic funding, including through a justified increase in the assessed contributions and a greater flexibility in the use of voluntary contributions;
(d) explore ways to increase direct support to WHO/Europe through earmarking geographically a share of global voluntary contributions if relevant and increasing voluntary contributions to WHO/Europe by ministries of health and other agencies; and
(e) take stock after the 150th session of the WHO Executive Board (and the presentation of recommendations by the WHO Working Group on Sustainable Financing) and decide on a regionally relevant way forward with the aim of adopting a set of recommendations at the 72nd session of the Regional Committee;
(a) to continue efforts to ensure WHO/Europe is adequately funded to fulfil its mandate with a focus on the implementation of the European Programme of Work, 2020–2025 (EPW);
(b) to sustain the efforts of WHO/Europe to improve financial management and accountability, systematically implement a value-for-money approach to the use of financial resources, and communicate and demonstrate the outcomes transparently to Member States;
(c) to ensure that the work of WHO/Europe is better communicated, visible and well-understood by Member States and relevant partners, including potential resource partners, with clear demonstration of impact and added value;
(d) to ensure that the resource mobilization approaches of WHO/Europe and WHO headquarters are aligned and that agreed principles for distribution of resources remain a central objective of this approach; and
(e) to ensure that Member States are duly provided with the necessary budgetary information, costing of functions, explanations of spending and envisioned cost savings and efficiency gains.

As announced previously, the Standing Committee of the Regional Committee (SCRC) subgroup on sustainable financing, which is chaired by Switzerland, would like to kindly invite you to this virtual meeting.
