The Ministry of Civil Affairs is constituted by the following sectors:

Sector for legal, personnel and general affairs
Sector for financial and material affairs
Sector for citizenship and travel documents
Sector for work, employment, social welfare and pensions
Education sector
Sector for science and culture
Sports sector
Sector for geodetic, geological and meteorological affairs
Internal Audit Unit
Commission for demining

The Ministry takes special care of: citizenship affairs, registration and registration of citizens, protection of personal data, registration of residence and place of residence, personal documents, travel documents, registration and registration of vehicles.

The Ministry takes care of tasks that are within the competence of Bosnia and Herzegovina, and which relate to determining the basic principles of coordinating activities, aligning the plans of entity authorities and defining strategies at the international level in the areas of: health and social welfare, pensions, science and education, work and employment, culture and sports, geodetic, geological and meteorological affairs.

In the Minister's Office, work related to: preparation of materials, consultancy work is carried out; protocol tasks related to the implementation of the minister's activity program; preparation of sessions of the Expert Collegium and implementation of the conclusions of the Expert Collegium of the Ministry; monitoring and familiarizing the minister with the dynamics of performance of obligations of organizational units; directs the work of organizational units; examines the mail of the Ministry, signs and delivers it to the basic organizational units; organize meetings between heads of organizations within the Ministry and the Minister and Deputy Minister; advisory services to the minister, deputy minister and secretary of the Ministry, and other management officials regarding the dynamics and guidelines for the execution of the obligations of organizational units; harmonizing the views and preparing representatives of the Ministry who are delegated for international and domestic gatherings; ensuring the transparency of the work of the Ministry; determining the priorities of the Ministry's work; receiving and recording mail sent to the minister, keeping records of confidential and top secret documents; timely delivery of materials for sessions of the Parliamentary Assembly of Bosnia and Herzegovina, the Council of Ministers of Bosnia and Herzegovina, meetings with diplomatic and consular missions in Bosnia and Herzegovina and representatives of other international organizations; translation jobs from world languages into official languages in BiH for the needs of the Ministry and for the reception of foreign delegations; professional, administrative and technical jobs for the needs of the minister.


Article 9.

In the Office of the Deputy Minister, tasks related to: preparation of materials, proposals and opinions for the needs of the Deputy Minister are carried out; protocol tasks related to the implementation of the program of activities of the deputy minister; preparation of sessions and implementation of the conclusions of the Expert College of the Ministry for the needs of the Deputy Minister; monitoring and familiarizing the deputy minister with the dynamics of performance of obligations of organizational units; receiving and recording mail addressed to the deputy minister; ensuring the timely delivery of materials for the sessions of the Parliamentary Assembly of Bosnia and Herzegovina, the Council of Ministers of Bosnia and Herzegovina, meetings with diplomatic and consular missions in Bosnia and Herzegovina and representatives of other international organizations; professional, administrative and technical tasks for the needs of the deputy minister.

Article 10.

In the Office of the Secretary of the Ministry, tasks related to: performing the function of the Secretary of the Ministry are carried out; coordination of organizational units in performing the functions of the Ministry; preparation and creation of the Ministry's work plan and program and monitoring of the implementation of the Ministry's work plan and program by organizational units; analysis of the Ministry's work and preparation of the Ministry's work report; monitoring of materials from the competence of the Ministry that are sent for the sessions of the Presidency of Bosnia and Herzegovina, the Parliamentary Assembly of Bosnia and Herzegovina, the Council of Ministers of Bosnia and Herzegovina; monitoring the conclusions of the Presidency of BiH, the Parliamentary Assembly of BiH and the Council of Ministers of BiH regarding materials from the competence of the Ministry; monitoring the implementation of the conclusions of the Expert College of the Ministry; monitoring the use of financial, material and human resources in the Ministry with the aim of ensuring the legality of work; organizing and monitoring the sessions of the coordination college, as well as administrative and technical work for the needs of the Office of the Secretary of the Ministry.
